Data Centres, Democracy and Duty of Care: What Brick Lane Tells Business About Responsible AI

East London's Truman Brewery has brewed beer, hosted markets, and sheltered generations of the Bangladeshi community since 1666. Now it's set to host something very different: a 5,200 sq m data centre, part of a £500m redevelopment approved despite fierce local opposition [1][2]. It's a small planning decision with a big story to tell, about power (electrical and political), who gets a say in Britain's digital build-out, and what responsible businesses can learn before they're caught in the same headlines.

What has been approved, and why does it matter beyond London?


Housing Secretary Angela Rayner, acting through Housing Minister Matthew Pennycook, overruled Tower Hamlets Council and the nine-group Save Brick Lane coalition to wave through offices, 44 homes, just six for social rent, and a data centre engineered for ultra-low-latency connections to the City's financial firms [2][3]. Campaigners say the centre alone will draw power equivalent to roughly 15,000 homes, and warn of noise, water use, and the displacement of long-standing Bangladeshi families and independent traders [2]. The government has defended the call by pointing to an estimated £80m in annual local spend and "significant" digital infrastructure benefits [2].


Whilst this particular facility is designed for high-frequency trading rather than AI training, it lands inside a much larger wave [3]. Data centres have been designated critical national infrastructure, and ministers are actively easing planning barriers to accelerate approvals nationwide, largely to meet booming AI and cloud demand [1][4]. Brick Lane is the visible flashpoint for a much bigger, quieter shift in how, and where, Britain builds the infrastructure AI runs on.



Whose government is making these calls, and what's the AI angle?


This is playing out under a new administration. Andy Burnham became Prime Minister on 20 July 2026, succeeding Keir Starmer [5], and has moved fast to put AI at the centre of government. In late July his office launched a new AI Taskforce chaired by Lord Vallance, reporting directly to the PM, with AI Minister Kanishka Narayan now sitting at Cabinet [6]. The stated ambition, using AI to help "reindustrialise" the UK and drive growth "in every postcode" is exactly the kind of framing that makes planning fights like Brick Lane politically loaded [6]. When national AI strategy and local infrastructure approvals move at the same speed, communities and small businesses can be left playing catch-up.



What are the environmental and social costs communities are raising?


Strip away the politics and the concerns are concrete; grid strain, water consumption, noise, and the erosion of mixed-use, community-anchored high streets [2]. Dr Fatima Rajina of campaign group Nijjor Manush warned the development risks breaking up families and hollowing out the community that built Brick Lane's identity [2]. These are the very same tensions, energy demand, water stress, local consent, that will recur wherever the UK's AI infrastructure boom touches a high street, a green belt site, or a residential postcode.



How might data centres affect SMEs on their carbon reduction journey, and what do the numbers say?


The scale here is bigger than one Brick Lane building. Britain's electricity demand connections queue jumped from 41 GW in November 2024 to 125 GW by June 2025, nearly three times the country's entire peak demand of 45 GW, and data centres are the single largest driver, with roughly 140 projects, around 50 GW, waiting in line [7][8]. In London specifically, 29 known data centres already account for close to 18% of the capital's electricity use, and some new housing schemes in west London have been told they may not get a full grid connection until 2037 [9]. Globally, data centre electricity demand rose 17% in 2025 alone, nearly six times faster than overall global electricity demand growth [10].



Two effects follow for SMEs:

Firstly, Grid competition. As more capacity is reserved for data centres, SMEs, especially energy-intensive ones, may face longer connection queues and higher costs, complicating their own decarbonisation plans, fleet electrification, or heat-pump installations.


Second, supply chain proximity. SMEs near new data centre developments may find themselves drawn into due diligence conversations by larger clients about local environmental impact, water use, and community relations, simply by association. On the upside, some developments, like a proposed North Lincolnshire data centre designed to heat an adjoining greenhouse with waste heat, hint at genuine circular-economy opportunities for SMEs in construction, energy services, and facilities management [11].



How should SMEs prepare their own AI usage and governance?


Whether or not a data centre ever lands nearby, the governance lesson is the same, don't let AI adoption outpace your ability to explain it. That means:

  • Transparency by design: document what AI tools you use, on what data, and why, before a client or regulator asks.

  • A lightweight AI policy, even one page covering acceptable use, data handling and human oversight signals maturity to partners and customers.

  • Energy and carbon accounting for cloud/AI use, factor AI compute into your carbon reporting, not just fleet and premises emissions.   • Community and stakeholder engagement: the backlash in Brick Lane stemmed partly from opacity about the centre's actual purpose; SMEs should default to explaining, not just deploying. The guide calls the internal side of this “Govern”: defining who approves which AI tools, what claims can be made about them, and where client data boundaries sit [12], paired with “Explain”: equipping your team to talk about AI's benefits, risks and uncertainty without overclaiming, in pitches, tenders and on your website [12].


The guide's broader "quick check" is a useful gut-test for any SME, if your carbon footprint doesn't help you answer client questions, your scope 3 data is hard to compare year on year, or your team isn't confident explaining AI impact, that's the sign a short readiness review, not a heavy report, is the next step [12].


What's the takeaway for responsible AI and media?


Brick Lane shows what happens when infrastructure decisions outrun public understanding and local consent. For our campaign, the lesson for business is straightforward, sustainability now has to cover environmental and social license to operate, and AI governance is no longer a back-office concern but a visible, community-facing commitment. Businesses that get ahead of transparency, energy accounting and stakeholder dialogue, data, claims and people held together, as the guide puts it [12], won't just avoid controversy; they'll be the ones trusted to lead the next phase of Britain's AI build-out.
